Scenario 1 · Foundational
Pine Ridge, a town of 900 in a mountain valley, has cell coverage on one hilltop and no wired provider at all. Students park outside the gas station in the evening to use its Wi-Fi for homework, and the clinic cannot offer video appointments. Median income in Pine Ridge matches the state average. Diagnose the gap and prescribe who should act.

Scenario 2 · Core
In the city of Harborview, every block is served by three competing providers, yet the school district's survey shows a third of households rely on phone-only plans. The map of phone-only homes matches the map of lowest household incomes almost exactly. A council member argues the survey must be wrong, since 'the whole city is wired.' Diagnose the gap and answer the council member.

Scenario 3 · Core
An international education nonprofit runs the same online curriculum in two partner schools. In Country A, 95% of students have home broadband and the class forum is busy every night. In Country B, 12% of homes are connected; students copy lessons by hand from one shared computer, and none of them have ever posted to the forum where the curriculum gets revised. Diagnose the gap and state what the forum detail proves.

Scenario 4 · Challenge
Westbrook Towers is a subsidized apartment complex where the city already pays for free gigabit service in every unit and a local charity donated a laptop to each household. Sign-in data shows most residents over 70, and several families who recently immigrated and are still learning English, almost never connect. The city calls the project 'done.' Audit that claim.
